The Government submitted 3 plans to transform the form of North-South expre


Among the three options that have just been submitted to the National Assembly, the Government still prioritizes the transformation of all 8 PPP projects into the North - South expressway into the form of public investment.

Yesterday (25/5), on behalf of the Government, under the Prime Minister's authorization, the Minister of Transport Nguyen Van The signed the report No. 256 / TTr - CP proposing the National Assembly to consider adjusting the first policy. Investment project to build some North-South Expressway sections in the East.


The most remarkable point in Report No. 256 is that the Government has submitted a number of additional investment conversion plans in the following priority order:


Option 1 - continue to invest in 3 component investment projects under the Resolution No. 52/2017 / NQ - QH and convert all 8 component projects from investment in the form of PPP using using part of public investment capital into public investment using 100% public investment capital. According to this plan, the total investment of the entire North-South Expressway Project is about VND 99,493 billion, of which: the state budget capital arranged in Resolution No. 52/2017 / QH14 is VND 55,000 billion, which needs supplementing. approximately VND 44,493 billion, planned to be included in the medium-term public investment plan 2021 - 2025. Option 1 is also the one submitted to the National Assembly by the Government in Report No. 211 / TTr-CP dated May 14 / 2020.


Option 2 - continue to invest in 3 component investment projects under the Resolution No. 52/2017 / NQ - QH and convert the form of investment into 5 component projects, including: 4 urgent projects (Mai section Son - National Highway 45 is 63km long, National Highway 45 - Nghi Son is 43km long, Nghi Son - Dien Chau is 50km long and Phan Thiet - Dau Giay is 99km long and 1 project has no pre-qualification investors (Vinh Hao section - Phan Thiet); The remaining 3 component projects have many prequalified investors (Dien Chau - Bai Vot, Nha Trang - Cam Lam, Cam Lam - Vinh Hao) continue to select investors in the form of PPP. With this plan, the total investment of the whole project is about VND 100,250 billion; in which: state budget capital is about 88,056 billion dong (55,000 billion dong has been allocated, 33,056 billion dong needs to be supplemented); non-budget mobilized capital is about 12,194 billion dong.


Option 3 - continue to invest in 3 component projects under public investment under Resolution No. 52/2017 / NQ - QH and convert the form of investment into 3 component projects, including: 2 urgent projects (Mai section Son - National Road 45 is 63km long and Phan Thiet - Dau Giay is 99km long) and a project has no prequalified investors (Vinh Hao - Phan Thiet section); The remaining 5 component projects (National Highway 45 - Nghi Son, Nghi Son - Dien Chau, Dien Chau - Bai Vot, Nha Trang - Cam Lam, Cam Lam - Vinh Hao) continue to select investors in the form of PPP . Total investment is about VND 100,816 billion; in which: state budget capital is about 78,461 billion dong (55,000 billion dong has been allocated, 23,461 billion dong needs to be supplemented); non-budget mobilized capital is about VND 22,355 billion.


Previously, at the National Assembly's General Secretary's Notice No. 3616 / TB-TTKQH of May 19, 2020 on the conclusion of the National Assembly Standing Committee at the 45th session, the National Assembly Standing Committee disagreed with the project of converting all 8 component projects in the form of PPP to investment using 100% public investment capital as submitted by the Government. In that spirit, it is recommended that the Government prepare a second Report for this Project at the 3rd session of the 45th meeting (scheduled to be held during the 9th session of the National Assembly).


The new report, at the request of the Standing Committee of the National Assembly, must follow the following principles: Proposal to convert to the form of investment using 100% public investment capital for projects without investors participating in bidding ( the segment of Vinh Hao - Phan Thiet) and a few very urgent and important projects involving investors but it is difficult to mobilize credit capital and the ability to bid unsuccessfully.


Public investment capital for the Project strictly complies with the Law on Public Investment so as not to leave large debts of public investment capital in the public investment plan at a later stage.


The Standing Committee of the National Assembly also requests the completion of records and documents to be submitted to the Politburo for consideration and decision. Where eligible, the National Assembly will consider and discuss at the second session of the 9th session, the XIV National Assembly.


In Report No. 211, the Government proposed two major changes in the project to build some North-South Expressway sections in the East compared to the National Assembly's Resolution No. 52/2017 / QH14 dated November 22, 2017. Specifically, the Government asked the National Assembly to allow 100% of the central budget capital to invest in 11 component projects of the North - South Eastern highway construction project in the 2017-2020 period. , including 8 component projects implemented in the PPP form, including sections: Mai Son - Highway 45, Highway 45 - Nghi Son, Nghi Son - Dien Chau, Dien Chau - Bai Vot, Nha Trang - Cam Lam, Cam Lam - Vinh Hao, Vinh Hao - Phan Thiet, Phan Thiet - Dau Giay.


The second change is the total investment capital of the North-South expressway construction project in the eastern region in the 2017-2020 period to only VND 99,493 billion, a decrease of VND 3,000 billion compared to VND 102,513 billion approved by Quoc. Meeting approved in Resolution No. 52/2017 / QH14 (Resolution 52) due to elimination of interest expenses during construction.
