The Phan Thiet - Dau Giay expressway project is one of eight expressways recently approved by the Prime Minister to change from BOT to public investment, which is expected to start construction in August.


Phan Thiet - Dau Giay highway project is one of 8 investment projects in the form of PPP (total investment of VND 88,234 billion, of which BOT capital is VND 51,702 billion and state capital of VND 36,532 billion). However, many people believe that mobilizing social capital to invest in all 8 North-South express PPP projects will face many challenges.


In order to promote the disbursement of public investment, the Prime Minister recently requested to disburse nearly VND 700,000 billion of public investment capital in 2019 and the whole 2020. On April 8, the Prime Minister approved 8 projects. to the form of public investment.


In particular, Phan Thiet - Dau Giay expressway is a very important project for socio-economic development of Dong Nai and Binh Thuan, connecting trade smoothly with Ho Chi Minh City and neighboring provinces.


It is known that the route has a total length of 98km, starting at the intersection with the road connecting NH1A to My Thanh, in Binh Thuan province; The endpoint is connected to Ho Chi Minh City - Long Thanh - Dau Giay Expressway Project at approximately Km43 + 125.64 (Ho Chi Minh City-Long Thanh-Dau Giay highway), in the form of BOT contract. Total investment of VND 14,359 billion (including VND 11,879 billion of private capital, VND 2,480 billion of state capital)


When the Dau Giay - Phan Thiet Expressway is completed, it will connect with the North-South Expressway system being built from Dau Giay (Dong Nai) to Can Tho (including the Ho Chi Minh City - Long Thanh - Dau Giay, Ben Luc - Nhon Trach - Long Thanh, Ho Chi Minh City - Trung Luong - Can Tho).


According to information from Binh Thuan province, it is said that the project site has been handed over with a total area of ​​291.8 hectares through two districts of Ham Tan and Ham Thuan Nam. The handover area accounts for 79.8% of the total project area. Reportedly, it is expected that the completion of site clearance for this accelerated project in May 2020, in order to be able to start soon, Binh Thuan province commits to start the project right in August.


In Binh Thuan, the Dau Giay - Phan Thiet highway runs through Ham Tan and Ham Thuan Nam districts with a length of about 53 km. To date, authorities have approved the cadastral map of 8/8 communes and the land price records of the two districts. The cost of ground clearance for the expressway section is estimated at nearly VND 900 billion.


Earlier, the Prime Minister also directed to speed up the pace with the goal of commencement of all 8 projects in August 2020. The government's decision to change the form of investment from PPP (Public - Private Partner, state and investor to implement the project) to public investment shows that all these projects are very urgent.


The Prime Minister assigned the Ministry of Transport, Ministry of Planning and Investment to carry out the procedures to submit to the National Assembly for adjustment of investment policies of projects in accordance with the Law on Public Investment. The Ministry of Transport shall coordinate with localities to accelerate the ground clearance, ensuring that the ground clearance must basically be completed by the time of commencement. Selection of investors must have sufficient capacity, experience, quality assurance and progress in accordance with law.
