Complete procedures for EVFTA to come into effect



The Ministry of Industry and Trade has completed the dossier to submit to the Government and the Government has also submitted to the President for consideration and decision to submit to the National Assembly for approval of EVFTA.

On April 20, the Ministry of Industry and Trade said that it has completed the dossier to submit to the Government and the Government has also submitted to the President for consideration and decision to submit to the National Assembly for ratification of the Vietnam EU Free Trade Agreement(EVFTA) in accordance with the processes and procedures of the current law.


The ministry has also drafted the main contents of the Government's action plan to prepare for the implementation of EVFTA. In particular, the main tasks include five main groups: Propaganda and dissemination of information about EVFTA Agreement and markets of EU countries; law and institutional construction work; improve competitiveness and develop human resources; undertakings and policies for trade union organizations and laborer's organizations at enterprise establishments; and social security policies, environmental protection and sustainable development.


The draft of this plan has been included in the dossier submitted to all levels for ratification of the agreement. After the National Assembly ratifies the EVFTA Agreement, this draft plan will continue to be finalized and submitted to the Prime Minister for official promulgation.


The Ministry of Industry and Trade said that the ministry has also proactively promulgated its plan on implementing preparatory activities for the ratification and implementation of the EVFTA from now until the official agreement comes into effect to ensure have the best preparation for later execution.


In order to ensure a sufficient legal basis for the implementation of the EVFTA Agreement as soon as it takes effect, the Ministry of Industry and Trade has listed the legal documents that need to be issued at the time the EVFTA Agreement comes into effect.

Accordingly, it is proposed that the Prime Minister assign ministries and branches to immediately develop and / or amend these legal documents with the aim of promulgating together with the effective date of EVFTA Agreement.


Earlier, on February 12, the European Parliament voted to approve EVFTA. On March 30, the European Council also approved the EVFTA Agreement, completing the final legal procedure according to the internal EU approval process.


According to the Ministry of Industry and Trade, EVFTA is expected to have a positive impact on labor, employment and social security, helping to increase by 146,000 jobs per year, focusing on labor-intensive industries and high export rates. to the EU market.


The expected increase in employment in some sectors is as follows: Textile and apparel increase by 71,300 (in 2025) and 72,600 (in 2030), the corresponding increase compared to 2018 is 1.2%, 2.3% and 2, 4%; Leather and footwear industry has a growth rate of 4.3% and 3.8% in 2025 and 2030. Some other industries also have a high number of jobs, including air transport (1.5% in the year). 2025), water transport (0.9% in 2025).


EVFTA not only benefits the number of jobs but also has the potential to increase workers' wages through more efficient market operations and the spillover effects of FDI enterprises. According to calculations, the salary of workers in FDI enterprises will be approximately 1% higher than domestic enterprises.
