On the other hand, a component project of Vinh Hao-Phan Thiet section has no investors through prequalification. According to the Ministry of Transport, for 7 component projects of the North-South expressway, investors have passed the prequalification, in compliance with the provisions of the Bidding Law, will continue to implement the bidding step. According to the plan, the Ministry of Transport will issue bidding documents to investors in May, the minimum time required to implement the bidding period is about 6 months. In case of successful bidding, it is expected to select the investor as early as the beginning of November, followed by the contract signing stage in December and start construction from the beginning of 2021. Leaders of Ministry of Transport inform that in order to ensure the implementation progress required by the National Assembly, The Government's Resolution No. 20 / NQ-CP of March 28, 2018 stated that "in the case that within 6 months, the investors can not sign credit contracts with banks, credit institutions to mobilize loans as prescribed and implement the project, the authorized state agencies will confiscate the contract performance bond and the contract expire ". Therefore, in case of selecting investors in 2020, it is not yet confirmed that PPP projects will be implemented in 2021. In case investors cannot mobilize credit capital, Ministry of Transport Transport must cancel the contract and the Government reports to competent authorities for consideration and decision. For projects without prequalified investors (Vinh Hao-Phan Thiet), the Ministry of Transport said, according to the provisions of Resolution 52/2017 / QH14 of the National Assembly, the Government will report to the Committee. The North-South expressway component project in the section of Vinh Hao - Phan Thiet passing through Binh Thuan province has a length of 110km. According to the Ministry of Transport, the North-South expressway project is 654 km long, divided into 11 component projects, including 3 public investment projects (Cao Bo-Mai Son, Cam Lo-Lam Son, My Thuan 2 Bridge ), the remaining 8 projects are implemented under PPP, type of BOT contract. The project has a total investment of VND 102,513 billion, including VND 51,702 billion of BOT capital and VND 50,812 billion of State capital.
